If you have an excellent quality score of 10, you can get a discounted cost per click of 50%. If you have a poor quality score, you can pay as much as 400% more per click.
So, it entirely possible that an advertiser in position 1 can pay less per click than an advertiser in position 2 based on their click-thru rate and ultimately their quality score.
